The Tourism Mentorship Programme (TMP) pilot project was launched in 2003 in the Western Cape and later in KZN and Northern Cape in 2005. The programme sought to accelerate the development of Black-owned tourism businesses, by partnering a select few with established leaders in the marketplace.  The programme’s initiation was a joint venture by the Western Cape Provincial Department of Economic Development and Tourism (DEDT), The South African Tourism Services Association’s Western Cape chapter (SATSA), the Destination Marketing Organization (DMO) and the Tourism Enterprise Programme (TEP), where each of these stakeholders made use of their substantial resources in the tourism industry to bring the TMP to reality. Anix Consulting was appointed to develop the model and oversee the roll out as well as the ongoing management and administration of the programme.

Following the success of the pilot programme in 2003, the TMP was approved for at least three years. Subsequent renditions of the programme led to major developments in the running and institution of the TMP. The 2004 TMP consisted of fifty percent more participants than the pilot programme while the 2005 rendition was earmarked to include double the amount of participants than the original programme had.
